The 2007 session of the Virginia General Assembly begins today, Jan. 10.
Over a month ago, many of my constituents learned for the first time that Allegheny Power and Dominion Virginia Power were proposing to build a 500kV power fine directly through the heart of the 18th Legislative District, through farms and pristine mountain land owned by the people I represent in Warren, Fauquier and Frederick counties.
Although I will be facing many of the most powerful lobbyists in Richmond, I have promised my constituents that I would do all in my power, through legislation, to stop additional huge towers from blighting our beautiful countryside.
I have pre-filed the following five bills to keep my promise. They are as follows:
• Electric utility conservation programs. This bill requires investor-owned utilities like Dominion Power and Allegheny Power and cooperatives providing electric distribution services to develop and implement plans and programs to meet goals to be adopted by the State Corporation Commission that provide for increasing efficiency and reducing consumption of electric energy in the Commonwealth.
Many have argued that the need for this power line is questionable and if Dominion and Allegheny employed a mandatory energy conservation plan, it could be avoided. This bill mandates such a conservation plan.
• Burden of establishing public use; condemnor. This bill places a burden on a condemnor like Allegheny and Dominion to prove by a preponder
