Delegates, who must be 60 years of age or older, are elected by their peers to represent the state’s 136 counties and cities.
It is designed to familiarize older Virginians with the legislative process, as well as increase public awareness about issues which are of particular concern to the state’s senior citizens.
The last Silver-Haired Legislature, held in 1985, passed 29 bills and resolutions covering a wide range of topics, including Alzheimer’s Disease, transportation services, housing, and sales and use tax exemptions. Other issues debated by the delegates were the establishment of a state lottery, drunk driving, and restitution for victims of crime.
As a measure of the effectiveness of the Silver-Hair Legislature, organizers noted that the 1986 Virginia General Assembly passed 11 hills and resolutions which paralleled legislation approved by the SilverHairs in their 1985 session.
