This time around, at least one member of the Board of Appraisers (Mr. Parrish, Peggy Clark, Bill Lyne, Jimmy DeBerg and chairman E.P. Luke) looked at every “standing structure” in the county. They reviewed — and adjusted where necessary — the value set on land and structures by Mr. Chadwell before the assessment notices were sent out. In 1981, however, the work was done by a state appraiser and values were gone over by the members of the local Equalization Board ONLY when complaints were lodged by landowners. “If they didn’t complain, it stayed on the books as is.
