Mr. Guest expressed ambivalence” toward the lottery, which has caused heated debate as the Nov. 3 Referendum nears.
“I’m not morally outraged by it, I just don’t choose to do it. I don’t think it hurts people as much as the opponents charge, but I also don’t think it will solve our money problems.”
; But, he said: “I do have a problem with the state promoting gambling because of the opposition of some of its residents.”
As far as the referendum is concerned, Mr. Guest said, “our folks have already decided. They play someone else’s game. It’s a moot pbint; at least the money would stay in Virginia.”
Some lottery opponents have expressed
concern that if the lottery is approved, the next step would be ' parimutuel betting.
“If the attitude of the (residents off the) state has changed since it was narrowly defeated in 1978, it might Jiass next time,” Mr. Guest replied, saying +hat it should again be put to a referendum if there is support for it. “Again, you are stimulating, giv. ing support to a native industry, as well as keeping it inside the state and providing jobs. The economic impact of the horse industry in the state is tremendous.”
As far as issues which will dominate the General Assembly’s next session, Del. Guest sees a significant salary restructuring for sheriffs deputies, game wardens and ABC personnel as a major concern.
“The state police salaries were out of line until they got a good look last year. The same good look is going to spill over this session.”
And, the budget will occupy the legislators during the session as well. Del. Guest said that, given the feet that the federal tax changes mean that taxpayers who itemize will end up with higher tax bills, “to the extent that we can give them some relief, we should.”
