“We’ve made good progress in education — we need to continue.” - But, “to the extent that the surplus can be identified as due to the federal tax changes, in both legislative and intellectual honesty that money should be returned to the taxpayers.”
Another priority, Del. Guest said, is increased funding for mental health.
“We’ve got to do it. Look around us; you can see the. . . unmet needs out there. We’ve got to take care of our own. I’ve expressed my support (of the issue) to the governor, and I expect we’ll hear something in his budget message.”
Support for the aging is another of Mr. Guest’s priorities. As with mental health funding, he favors the money be allocated to the local Community Services Center boards to be applied to programs as they see fit.
“It’s better done that way. The needs in Rappahannock County may be different than those in Fauquier or Clarke or Warren.”
Solid waste management has recently taken the spotlight, not only in Virginia’s Piedmont but across tl)e country. v The most important concern, Bel. Guest emphasized, “has got to bd the preservation and protection of water supplies and air quality. We Have to protect the public health.”
He said that he would support £he state taking an early role in reviewing a locality’s application for a &ndfill site, as well as supplying technical expertise to provide guidance on the suitability of a particular location.
“I don’t think, however, that the state should be the one siting the landfill. That is a decision which 0»ust be made locally.” < As far as state funding assistance lor solid waste management, he said there are so many variables involved — land price, design of each facility and the cost of construction — that “rural counties, like with transportation, end up with the tail end of the stick. The suburban counties get most of the money.”
He added that he would support the state supplying extra money for k* regional disposal facility, much as the state’s funding for regional jails, “but it has to be a county initiative” to apply for the funds.
