I have been asked to comment on recent Letters to the Editor appearing in various area newspapers concerning the Virginia Horse Center and the role of Senator Kevin Miller in the designation of the site in Rockbridge County as the “Virginia Horse Center.” Senator Howard Anderson of Halifax, who was chairman of the Agricultural Opportunities Study Commission, requested in 1979 that I sponsor a study resolution concerning the desirability and feasibility of there being a Virginia Horse Center. This concept was one of the recommendations of that Study Commission.
For a number of years a joint subcommittee, made up of members from both the House of Delegates and the Senate as well as appointees of the Governor, conducted various studies and held public hearings on this subject. The joint subcommittee came to the conclusion that a Virginia Horse Center was, in fact, a desirable entity and that after three start-up years, it would be economically viable and self-sustaining.
A total of eight site proposals were made to the joint subcommittee and the membership of that joint subcommittee visited all eight of the sites and met with the proponents of each proposal. At the conclusion of that tour the joint subcommittee met at the Holiday Inn in Culpeper and unanimously concluded that the Rockbridge County site, consisting of 361 acres of varied terrain fronting on the Maury River, should be the one selected for the Virginia Horse Center.
