sion of the General Assembly Senator Howard Anderson introduced a bill on the Senate side and I introduced a bill on the House side which would create and designate the Virginia Horse Center.
After a public hearing in the House Agriculture Committee, the House bill passed the House with one dissenting vote and was sent to the Senate. During the same time period, and after a public hearing in the Senate Agriculture Committee, the Senate bill passed the Senate with no dissenting vote. After the Senate’s public hearing on the House bill, the Senate unanimously passed the House bill and Senator Anderson requested that his bill not be signed into law.
Public hearings were held both by the joint subcommittee during its proceedings and by the House and Senate committees on both bills. If memory serves me correctly, Senator Miller was co-sponsor on the Senate bill, which, as I stated, did pass the Senate unanimously.
Throughout the joint subcommittee’s proceedings representatives of the horse industry, the various breeders associations and the Virginia Horse Shows Association continually put forth the idea of the necessity of more drawing cards to bring more out of state competitors to Virginia. With the advent of more facilities working together and coordinating their shows, there can be an active Virginia circuit and all facilities can benefit from this activity. I hope this sheds more light than heat on this topic.
