Virginia’s $130 million surplus “isn’t much money,” but it is significant as evidence that “taxes are plenty high,” Sen. Miller said. “And that will be even more obvious next year when we get $100 million or more a year (from revisions in the federal income tax program). . . We do not need additional revenue, so that can’t be used as an argument for the lottery. We can defeat the lottery and still work on a state tax decrease.”
While he’s strongly opposed to a state-sponsored lottery, Sen. Miller has no position on parimutuel betting, which he believes will come next. “If the lottery passes, I’m not a bettor but I’ll bet you $10 that a bill will be introduced to allow parimutuel betting.”
Sen. Miller is careful on environmental and land use issues, repeatedly saying he supports concepts rather than particulars:
• On overturning the Hylton decision which prohibits local governments from requiring offsite road improvements from developers: “The parameters would be important ... I’d have to study the legislation to make sure it had constraints (on local government). I could see where it could be abused and turn into downright blackmail.”
