in, put in a subdivision and want us to build a road.” Mr. Chase said he feels that if the developers want to press for added density in an area, they should shoulder the additional cost of roads and sewers, rather than passing it back to the local government.
“One area where you have a heckuva problem —and it’s a sore point with me — is education,” Mr. Chase said. “There have to be more state dollars coming down for education, to assist the local governments. The only way you can get local dollars is through the real estate taxes.” The skyrocketing cost of education, especially because of more state mandates, has hamstrung local governments as they struggle to keep taxes low and still provide quality education, he maintained. 1 Solid waste management, Mr. Chase said, is an area where the state “must step in and help the counties with this serious problem . . . it’s a rural problem. They spent all that money on transportation for Northern Virginia’s problems; I think that they can help us with this.”
He added that he would favor state incentives for counties which desired to participate in regional solid waste facilities. And mandatory recycling of glass bottles should be passed into law in Virginia, he said.
The lottery ‘Is right where it belongs, on a referendum. It is an emotional issue which affects everyone. It’s something which I will study before I cast my ballot on Nov. 3, but the voters should decide . . . Everyone should cast his own vote, and I’ll live with whatever they decide.”
Parimutuel betting, Mr. Chase said, would be another candidate for referendum. But if the vote were in the General Assembly, “my feelings are not particularly important. I would get around the district and get a good feel for what the residents of this district want, and then go.” The lottery, as does parimutuel betting, “gets close to a personal, moral issue; something the public should decide for itself.”
The current budget surplus “shouldn’t all be thrown into one area, because it could give a false sense of fiscal well-being. It’s a oneyear shot. It could create a situation which would cause the need for followup dollars which would not be there. This would again cause problems for local governments to come
