In return, the person selling the rights forfeits his own development options.
But the idea has not yet made a supporter of Del. Guest, who feels that “under extreme (economic) pressures a person might mortgage or sell the future of his land use.”
And, once everyone has gone through the process, “it could develop pressures to do it all over again.
“I’m not hostile to the idea,” he said. “I’m just not convinced that it’s the best workable system.”
The problems with trying to make money in agriculture, he added, “will continue as long as it’s more profitable to grow people than crops.”
Del. Guest said that he strongly supports the effort to promote Virginia products, including wines, apples and horses.
