Does his minority party affiliation detract from his effectiveness?

“Certainly, it’s a disadvantage being in the minority. I’d cetrainly like to be in the majority. There’s no chance of that in the next term, but I do believe the Republicans will pick up a couple of seats, and we might even become the majority party in the not too distant future. Then I’d be in an excellent position for the chairmanship of a major committee,” he said, noting, for example, that he is the only Republican on the powerful Transportation Committee.
