rinal rules clarifying conservation compliance, sodbuster and swampbuster provisions of the 1985 Farm Bill have been issued by the U.S. Department of Agriculture. The conservation provisions encourage the reduction of soil erosion and the retention of wetlands, T. V. Williams Jr., Chairman of the Rappahannock County Agricultural Stabilization and Conservation Service (ASCS) Committee said.
Farmers who plant agricultu- - ral commodities on highly erodible land without following a locally approved conservation plan, or produce crops on converted wetlands, are ineligible for certain program benefits on any land they own, operate or have an interest in as a producer.
Conservation compliance applies to farmers who continue planting annually tilled crops on highly erodible fields. Sodbuster applies if annually tilled crops are planted on a highly erodible field that was not used for crop production during the period of 1981 through 1985. Swampbuster applies if naturally occuring wetlands are converted to crop land after Dec. 23,1985, the date the Farm Bill was signed.
In addition to further defining highly erodible land, Mr. Williams said the final rules approved alfalfa crop rotation as an acceptable conservation system,
