Many of us have been subsidized by scholarships, inheritance, or the like, and have been showered with privileges, while others, through no fault of their own, have not. The child who grows up malnourished in an urban ghetto, who lives in poverty in a single parent home, is “at risk” in several ways. Can it be seriously argued that a head start program would demoralize such a child? Doesn’t the Constitution state that one of its purposes is to “promote the general welfare?”
We need thoughtful, carefully worked out both public and private programs, to address the ills of society, to which Mr. Marocchi refers. The cost of such programs would be amply repaid in the next generation.
