Mr. Darby said he also opposed the Western Bypass and added, “I’d be surprised if more than a handful of people other than the Northern Virginia Homebuilders Association is for the Western Bypass.” He warned that there were highway proposals beyond the western bypass to oppose. He noted that U.S. 29 was proposed as a “secondary interstate.”
