The Board of Zoning Appeals agreed with the Planning Commis, sion and denied a special use permit for Tom Moore to locate a new post office for Amissville on his property on Route 639.

BZA Chairman Louis G. “Butch” Zindel noted that the county’s Comprehensive Plan seeks to discourage moving growth-inducing public uses into agricultural zones and strips of commercial uses along major highways.

Holley Green, with Sentry Realty, said she thought the county’s zoning ordinance favored locating post offices in agricultural zones because only a special use permit is required, as opposed to a rezoning for locating a post office in a residential area.

Ms. Green has been trying to find a property for the post office. She has located three, including Mr. Moore’s, for E.L. Rieley of Roanoke, who is interested in building the post office and leasing it to the Postal Service.

Mr. Zindel said the county would prefer the post office to be located in village commercial zoning.

“Nothing with that zoning was for sale,” Ms. Green said.

“The post office is playing games with us,” Mr. Zindel said. “They won’t say here are all of them (the acceptable sites). We get them one at a time.”

Ms. Green noted that Mr. Rieley would have to go through the process and expense of making three applications to bring all the sites to the Planning Commission. She knows of two more sites, one on the north side of U.S. 211 near the More gas station, and the other next to Mayhugh’s Grocery. There is a fifth site
