To The Voters of Rappahannock County:
On November 5 you will go to the polls to vote for the Candidate of your choice for Sheriff. For the last eight years I have had the pleasure to serve you as your Sheriff and now ask for your vote to return me to that office.
With the ever changing Federal, State and Local laws that govern the operation of the Sheriff's Office, it takes a full time, devoted person for the job. I believe that 1 have given this office that, looking for every opportunity to improve the Sheriff's Dept., with the least demand on the taxpayers of Rappahannock County. I have been a full time Sheriff and will continue to be one with no other job, business or interests except my volunteer work.
I have not been one to give myself credit for some of the things 1 have done in the past years. When I was elected as your Sheriff of this county, I knew that it was a twenty four hour operation, and at times 1 would be called out at all hours for Law Enforcement Emergencys, breakdowns of radio equipment, furnace, water and sewer problems and automobile breakdowns. Each year also, I have removed and installed the radios and emergency equipment in the automobiles. But these were some of the things that I saw as a way to save money for the county to buy other equipment to upgrade the Sheriff's Dept.
1 am very proud of the Sheriff's Department and the accomplishments it has made over the last years. A lot of these accomplishments could not have been made without the help of a dedicated staff, present and in the past. But like any place of employment there has been some turn over in employees, with the most leaving on their reasons and only a few because they were asked for the betterment of the department.
With the ever demanding time that this job calls for in a Sheriff, I have not had the time to visit each and everyone of you to ask for your vote. By way of this letter, I now ask you for your vote to return me to the Office of Sheriff of Rappahannock County. I pledge myself to you to continue to operate the Sheriff's Department in the manner it should be and to make the improvements that it needs for the future.

P.S. In response to some concern over Insenitity toward the public, 1 will, starting ;in January of 1992 have community meetings on a rotating basis in each District for input from the public.
