the City Council, has balanced the budget and held taxes down. Both support a line-item veto, a balanced budget amendment, and both signed a no-new-taxes pledge.

Besides Del, Allen, 39, and Ms. Slaughter, 51, both Charlottesville attorneys, the ballot also includes Fredericksburg banker John Torrice Jr. Mr. Torrice has said he is in the race because he has a plan to increase the gross national product by 100 percent, thereby solving the nation’s money problems. Fredericksburg computer businessman Donald Macleay is waging a write-in campaign. Both Mr. Torrice and Mr. Macleay are running as Independents.

In the month after this election the General Assembly will redraw the state’s Congressional districts to reflect an increase in population. There will be an additional, 11th district for the next 10 years, due to the increase in the population of Northern Virginia. As the 7th District includes much of that increase, redistricting will almost certainly change the shape of the 7th.
