Young noted that the Board of Supervisors had cut the library’s appropriation by $4,000 from the request made when the county’s budget was adopted. He said that the board had not been able to accurately predict costs for operating in the new building.
County Administrator John McCarthy, who was appointed to the Library Board by the Board of Supervisors made a motion to adopt recommendations from the firm which audits the county’s accounts. The Library Board controls stocks and other hinds that have been donated to support library costs. Mr. McCarthy’s motion would have required that the stock certificates be placed with a broker in a “street account,” and that bank accounts be consolidated and turned over to the county treasurer, with the library treasurer able to “initiate transactions” but responsible to the county treasurer for accounting.
“I feel the Library Board made a commitment to this at budget time,” Mr. McCarthy said.
Library Board Treasurer Helen Platt said that Friends of the Rappahannock Library were “threatening to get this stuff back rather than turn it over to the county.”
Mr. McCarthy’s motion died for lack of a second. Mrs. Platt said she would prefer to have the entire board present to vote on Mr. McCarthy’s motion. Members Mary Jamieson and Grace Sims were not present at last week’s meeting.
