In the letter to Mr. Reynolds of other campaign materials, Mr. Luke said, “It is my opinion, at this point, that some of the material which you sent me may have been disseminated in violation of certain provisions of the Code of Virginia, and I have requested the Sheriffs Department assist me in an investigation with respect to these particular materials.”
Mr. Luke also wanted to make it clear to Council that “because I may decline to prosecute certain technical violations of the election laws this does not mean that such omissions are condoned by me, nor that they would not be prosecuted if they were to occur airain in the future.”
