Mr. Weinberg has tried to link Rep. Wolf with House Speaker Newt Gingrich. His basic charge isrihat Rep. Wolf voted to support a Republican budget plan that would have sharply curtailed spending on education, the environment and Medicare and included tax cuts "for the rich."

It was an impasse over that budget plan that caused the government to be shut down three times in 1995.

Although Rep. Wolf tried to avoid the government shutdowns and worked to end them once they began, Mr. Weinberg says he bears responsibility because he voted with the Republican leadership on the budget plan.

Mr. Weinberg also attacks Rep. Wolf for current Republican proposals to eliminate federal departments .and cut government jobs, claiming those jobs are needed for the future of the nation and for the economic health of the 10th District.

He notes that although government employees got back pay once they returned to work, many companies which contract with the goverrtment never recovered from the effects of the government shutdown and indeed some were forced to go out of business.

Following the 1990 Census lines for the 10th District were expanded to include much of the territory that had formerly been in the 7th District including Rappahannock County.

The Democratic leadership in the state's General Assembly was trying to carve out a new 11th District in which Democrats could be competitive, and so many heavily Republican areas were included in the newly drawn 10th District. The Democrats in the assembly assumed the 10th District would remain in Republican hands.

In 1992 Rep. Wolf easily carried the new district against Democratic Party challenger Ray Vickery, and the Democrats did not even field a candidate against him in 1994.

Mr. Weinberg has faced an uphill battle
