Water Billing Policy
Addressing the water billing policy, town attorney John Bennett said be found a case that showed a ruling against a municipality holding property owners responsible for their tenants’ bills.
He advised the town against the proposed new policy, which charged landlords for their tenants’ unpaid water bills.
“Virginia takes a narrower view than many states,” Bennett said.
However, the council could require deposits for the water bills from tenants, he said.
