“Mr. Leake is a fully certified animal control officer, with experience in the field gained through his prior employment by the county, bolstered by his law enforcement experience gained during his tenure with the sheriff’s office.”
He added, “There are a lot of good reasons to advertise for a vacancy, but when you have someone within a larger organization who has performed the job exceptionally well (as animal warden) and wishes to return to it-that seems like the most efficient way to fill the position.”
The animal warden’s job became full-time with benefits in the beginning of 1998, and now pays $21,500 annually with health and retirement benefits.
Last year, the Equal Employment Opportunity Commission found the county probably guilty of sex discrimination in its hiring of Carl Menefee of Sperryville in 1997 for the position of animal warden over a “more qualified woman.”
