ning commission. He expiated that the BZA changed its meeting date from the second to the fourth Wednesday of the month “so recommendations of the Planning Commission can be brought forward to us and be part of our considerations.”
In reaching a decision on applications for special use permits and variances, the BZA hears the views of the applicant, the public and then the Planning Commission. “It all goes into the record. It’s all considered.”
Bird noted that the BZA is a quasi-judicial body. "We don’t make policy. We only apply the terms of the ordinance. You people make the policy and recommend its adoption to the Board of Supervisors so we give your recommendations careful consideration,” he told the planners. Bird added that in every instance but one involving sign size limitations, the BZA has followed the Planning Commission’s advice. “But we have to work within the ordinance that’s currently in effect,” the BZA chairman added, referring to the Planning Commission’s recent actions to base recommendations on criteria from proposed ordinance revisions. However, Bird noted that the BZA can apply conditions to permits that will achieve the same results as would application of standards from the proposed zoning regulations. “So we want to work very
