The Rappahannock Water and Sewer Authority (WSA) prepared for a momentous occasion in the history of the proposed Sperryville Sewage System during its meeting on December & The Authority was told that the dosing of the financial arrangements between the WSA and the investment firm of Moseley, Hallgarten, Estabrook and Weeden, Inc. of New York would take place on Tuesday, December 11 in Richmond.

At the Authority’s last meeting in November the vice president of the firm, William D. Crow, told the members that the firm would purchase ap-. proximately $965,000 of Grant Anticipation Notes from the Authority if the notes received a MIG-1 rating from Moody’s. Moody’s is a private rating firm, and a MIG-1 rating is the highest level possible and indicates confidence that the notes will be covered.

Crow advised the Authority at its meeting on December 6 that the notes
