1. Site acquisition. The $185,000 the supervisors have offered for the proposed 138-acre site—while entirely unreasonable when 40 acres at, say, $800 an acre, or $32,000, seems feasible—is not even a start on what this plan would cost.
2. Site preparation. State health official Robert Forman has been quoted by Supervisor Gilkey as saying the Margolis tract is a “very good” site. What Mr. Forman actually has written is that, technically speaking, you can put a landfill almost anywhere, “provided you are prepared to pay for the cost involved in making it environmentally suitable.” And what would the cost be to prepare the Margolis site? That’s incalculable without expensive exploration, including core drilling and other testa. But Mr. Forman agrees that a site between and close to two riven and a seven-acre pond on porous soils over land laced with underlying faults would require a heavy investment in landfill lining, siltation ponds and the like.
