(Continued from Page 1) eral Assembly has seen fit to lay that kind of complication on the school divisions in the middle of a year,1* said Estabrook. “The budgetary implications of the mandate are pretty enormous, and to lay that burden on the schools in the middle of a year is disgusting.”
Estabrook further said that he realized that the General Assembly was trying to find a way to avoid having too few people conduct all of the various studies that have to be made when a child is referred to the special program. He said that the problem he had with the change in policy js its timing. The Board approved Estabrook’s suggestion that he be allowed to request a waiver on the regulation from the state for the balance of the school year in an effort to find a solution for the county.
The Board received a break down of a survey conducted by the administrative review board during its visit earlier this year. The review board surveyed parents, teachers and students on various aspects of the county’s schools. Estabrook told the Board that the survey results had been averaged, and that it was found that the positive to negative ratio on responses for the school system had been found to be three to one.
