To establish a landfill is very costly: $186,000 for the land (not coanting condemnation coats), $200,000 to $300,000 to upgrade nods, $86,000 to upgrade bridges, then the cost of preparing the site in accordance with the EPA regulations, monitoring wells and drainfields, and major outlays on operating equipment. 'Dm expenditures — particularly on the proposed site— would be staggering, and all to be borne by the taxpayers before the first load of trash is laid down.
It is apparent that the supervisors did not establish an operating plan before moving forth on this landfill project Neither did they figure the costs of alternative methods of waste management—for example, waste removal versus landfill operations. Some of the supervisors have never been faced with the problems involved in establishing a landfill, though one reports that he has been faced with this problem for 13 years. (He, above all, should be aware of all the factors and problems involved.) Surprisingly, it appears that no Board member bothered to explore the experience of neighboring counties.
Failures of this sort inevitably create ui\ju8tand unnecessary burdens on Rappahannock taxpayers, all the needless result of refusal to allow county residents to have a voice in their own destiny with open forums and all cards on the table.
