programs over which the county has no control. She noted a part of the budget labled “other instructional costs,” for which $44,000 is allocated. The money, she explained, supports two children in special education programs outside the county, because “we cannot service them here. ”
Massie felt certain programs now paid for by the schools should be funded through “health and welfare.” She urged people interested in the educational system to work for reforms that would relieve schools of undue financial burden.
Bob Chappel, principal of the high school, noted the recent loss of seven teachers, saying that four of the seven left because they could make more money elsewhere. Chappel informed the board that many teachers have to borrow money at the end of the month to pay bills. These are professional people, Chappel said, they should not have to “scrimp” at the end of each month. Chappel asked the supervisors to approve the proposed budget so that teachers can gain some financial selfresnect.
