Legislation would affect
Dulles, National airports
Legislation was introduced in the U.S. Senate last Friday calling for a transfer of Washington National and Washington Dulles International airports to local control.
The bill was expected to be introduced in the House of Representatives early this week, according to a spokesman for Rep. Frank R. Wolf (R-lOth).
The legislation was sent to Congress last week from U.S. Transportation Secretary Elizabeth Dole, who said it is “time for the federal government to transfer control to those who have the greatest stake in the airports’ future.”
Based on recommendations from a study commission, the bill would transfer the airports to a local operating authority, governed by an 11-member board of officials from Virginia, the District of Columbia, and Maryland.
Although a long-time supporter of the transfer effort, Wolf supported the bill “reluctantly,” because it would eliminate a passenger cap of 16 million per year at National, Wolf spokesman Jim Boyle said.
Dole wants that cap eliminated because no other airports have them, and the Department of Transportation is hesitant to create a precedent by establishing such a restriction under federal law, according to Boyle.
