Washington has a new Historic District Ordinance to govern its Architectural Review Board, but the Town Council was unable to push through a new Subdivision Ordinance as well after four hours of deliberation last Wednesday night.
Passage of the Historic District Ordinance hinged on one issue— whether one slot on the five-member ARB should be reserved for an architect or other expert, regardless of town residency. Council members Marie Bailey and Newbill Miller fought to keep non-residents off the board, but were in the minority. When the final vote was taken, only Mr. Miller voted against adoption of the HDO.
