Gov. Wilder cut in half the transportation bonds bill and removed both a proposed gasoline tax increase and a referendum requirement from the measure. Lawmakers said they would go along with the changes to spare a veto action on the bill. Gov. Wilder argued last week in Loudoun County that his changes make the bill better.
“There is no proclivity for raising taxes right now,” Gov. Wilder said as he pointed to the recent defeat of a meals-tax referendum in Fairfax and the 1990 defeat of a transportation pledge-bond referendum.
Gov. Wilder conceded that he felt the transportation bonds, if included in the referendum votes this year, would damage the chances for his own bond package. That package includes bonds for higher education, parks, and mental-health facilities and will be put before voters this November.
