Mr. Crews recommended that the school system do annual estimates of potential growth because the birth rate and rate of in-migration are very unstable. During the past 10 years, he noted the number of births per year has ranged from a low of 60 in 1983 to a high of 105 in 1988. during the 10-year period from 1981 to 1990 the average was 80 births per year, while for the past five years it has been 86.
He noted that the number of children entering kindergarten is generally higher than the number of births five years previously, indicating a net in-migration. This has averaged eight percent higher for kindergarten enrollment over birth rate, but this year there are 104 kindergartners and there were 76 births in 1987. Based on past trends 82 were expected, he said. * He noted that the county schools are right on the borderline in many classes making the job of predicting the number of classrooms required very difficult.
