Maybe he will hear them and excuse them from their duty, thereby inviting their fellow soldiers to join them in refusing to serve. If resulting courts martial are based on defenses of morality (“the war is wrong”) and unpopularity (“Vietnam is not worth dying for"),'how will he respond to requests for executive clemency?

Today, Mr. Clinton proudly announces that he opposed a war that he thought was wrong. But the thought of a President Clinton explaining to the American public and the troops why a war he is leading them into is both just and right is hard to fathom. This would be the height of hypocrisy and the consequences are frightening.

At the crucial time, it is the voters’ turn to decide who should lead this country as commander-in-chief, a 23-year-old who can’t decide whether he should meet his military obligation or a 19-year-old whose fighter aircraft was shot down over the Southwest Pacific.
