In a representative society, as our is, a person owes a loyalty to the nation, to the Constitution, and to the laws of the land, (although one can loyally work for a change in all of these, following constitutional procedures), but what one does not owe loyalty to is an administration and its policies — unless one believes in and accepts them.
On the contrary, if one judges that a particular administration is following harmful, unethical or illegal policies, one has a civic responsibility to work for changes wherever one is, here or aboard, just as citizens customarily promote U.S. policies they believe in wherever they are.
