Virginia’s Seventh Congressional District, as currently drawn, includes all of the counties of Fauquier, Rappahannock, Albemarle, Clarke, Culpeper, Frederick, Goochland, Greene, Hanover, Louisa, Madison, Orange, Page, Shenandoah, Spotsylvania and Warren; parts of Prince William and Stafford and the cities of Charlottesville, Fredericksburg, Manassas, Manassas Park and Winchester. As of the 1990 Census the district numbered 673,000 persons, including 73,000 blacks.
It is widely assumed that the state’s additional (11th) district, to be formed during redistricting next month, will effect the 7th, 8th and 10th districts, which combined have more than 390,000 voters above their “ideal” size.
So no matter which candidate is elected next month, he or she will almost certainly represent a much dif- . ferent 7th District than that which elects them.
