Meanwhile, Culpeper increased at the rate of 22.9 percent, Fauquier at 35.8 percent, Madison at 16.8 percent and Orange at 18.6 percent. The planning district as a whole increase at the rate of 25.4 percent, and Virginia as a whole at the rate of 15.7.
