Lt. Ibm Tlimer, who also spoke at the forum, has been with the Virginia Department of State Police for more than 40 years. He now manages the agency’s sex offender registry, which was established in 1994, and a Web site, established four years later, that lists sex offenders.
Although the system has been effective, it hasn’t lived up to its full potential, T\imer said. He hopes that new laws that will became effective July 1 will improve his staffs ability to track sex offenders within the state. (See sidebar.)
