He says he wants the Senate leadership on the finance committee to make sure money is in the budget for the Loudoun Emergency Youth Shelter.

The committee did not include money for the shelter in the 1984-86 budget.

Waddell says the same people who excluded money for the shelter are asking him to support funding for the court.

He indicated that he wants a commitment on shelter funding before he’ll vote for the court money.

Although the Senate budget left out court funding, the House Appropriations Committee included it.

So the matter will likely be dealt with one of the more mysterious and secretive of legislative creations: the House-Senate conference committee on the budget.

That panel, which rarely meets in the public eye, is expected to restore court funding, since the Senate conferees support the court and will agree with the House committee’s position to include its funding.

But Rollins thinks there may be enough votes in the House to reject the courtfunding when the budget conference report comes to the House, probably in the middle of the night on the last day of the session.

Until then, the court will be mired in the legislative labyrinth, much like the lengthy legal appeals it is designed to redress.
