E.M. Martin of Charlottesville and Texas Roofing Corporation of Clearbrook were the only two companies to submit bids on the first phase of the project. Martin bid $19,257. The total cost of the first phase is approximately $30,000, according to Estabrook. Ken Harris, representative from a Richmond roofing company, estimated last spring that the second phase, which is included in the present budget proposal, would be $50,000 and the third phase, to be included in the 1985-86 budget, another $50,000.
