As the General Assembly moved into what was supposed to be the final week of its 1864 seasion, the halls of Mr. Jefferson’s cathedral of government wan rocked by an unseemly dust-up between the ruling elders of the House of Delegates and the Senate. ;
Depending on one’s point of view, it was a battle , between the titans of Virginia’s legislative, leadership ( battling over profound principles of time-honored proddent, or else it was a slugfest between mental midg-' ets with mountainous egos trying to expand or preserve their own power turf in their respective houses.
The i*sue, at the outset, seemed simple enough.
The Assembly was required to deal with legislation involving two budgets. One was a relatively minor spending package for the remaining months of the r. 1962-64 biennium which ends on June 80. The other was the massive $15.9 billion appropriations bill for the 1984-66 budget period which will begin on July 1.
