“Last May when the roofing people came we knew we would have to do something over the gym and cafeteria but saw no immediate need in any other part of the building” until the rains came to the end corridor, said Massie. Massie thought the board needed to take immediate action. She pointed out that there were only two bids on the first phase of the project; taking bids on the second phase would probably not involve many more.
The board received a letter from project architect Lowell Baughan on the same day (March 6) to certify the emergency status of the repairs. Due to extensive leaks, the building was probably suffering structural damage, according to Baughan.
