Loudoun’s three legislators had their share of carry-overs. Sen. Charles L. Waddell (D-33rd) and Dels. Kenneth B. Rollins (R-32nd) and Robert T. Andrews (R33rd) saw Loudoun County’s proposal for a transferable development rights program put off until 1985.

It would allow the county to separate the development rights from land, giving the county a way to control growth. House and Senate committees will study it until next year.
