Attorneys for Neilson, who is now retired from the Navy and living in New York, report their client pleased by the outcome. They add that he plans to continue operating the Holmes farm near Flint Hill as an orchard and does not intend to sell any part of the land. However, they noted that by an agreement reached prior to the trial in 1962, a house and lot will be given to Nancy Jones Natt, a lifetime resident on the farm who worked for Col. Holmes from when he first came to Rappahannock until his death.

The board had also asked Luke to determine whether notice is required before an appeal from a decision made by the zoning administrator may be decided and whether notice is required before determining zoning boundaries. The answer was “yes” in both cases.
Kramer To Continue?
Having finished his report on the last batch of questions, Luke was presented with a new one to research.
Peter Kramer, the only filed candidate for Mayor of Washington, wanted to know if he may continue to serve on the county BZA if elected.
Luke promised to research whether there would be any conflict in Kramer’s serving on both the BZA and the town council.
