Although the bill does not say which counties will be in it, State Highway Commissioner Harold C. King says he wants Loudoun, Prince William, Fairfax and Arlington in the new district.
The outcome this year was no different for two perennials, the bottle bill and the state lottery.
The lottery was advanced as a way to gain new revenue, while the bottle bill was proposed as a way to cut down on littering. It would have required a 10-cent deposit on carbonated beverage containers.
Neither bill got out of committee.
Also dying in committee were proposals to raise the state sales tax from four to five percent, with the proceeds going to education and other projects.
Robb made clear early in the session that he would not support any such tax hikes.
