The docket on every circuit court term day for the past year or more has included several familiar names, all fugitives whose whereabouts are unknown. On Monday, Commonwealth’s Attorney Peter Luke moved, to clear the court’s agenda by “nol pressing’’ charges against Clara Lorenna Black, Patricia Lusbee, Nancy Phillips and Allen Cruz. Charges against James W. Pendleton and Lewis Wesley Hickman were continued, however. Luke noted that Pendleton may still be in Rappahannock County. “We’ve located Mr. Hickman in jail in Florida and we’ve issued a detainer,” the commonwealth’s attorney added.
