The construction bid coupled with operational estimates from Mr. Joyce mean that the board will not be able to reduce the 1988-89 tax rate to 50 cents per $100 of assessed value, as originally hoped.
Whether the board contracts with a licensed landfill operator or has the waste disposal facility run by a county employee, the cost will exceed $200,000, according to Mr. Joyce’s projections.
With the county buying its own earth moving equipment and a county employee operating the landfill, the engineer estimates the expense for 1988-89 at $212,466.
Contracting with a licensed operator at $75 an hour and with the licensed contractor supplying a loader and truck plus the cost of water monitoring and stone for roads would total $222,662.
Mr. Joyce’s operation estimates added to the $495,459 construction bid put solid waste disposal costs for 1988-89 at more than $700,000 exclusive of hauling trash from dumpster sites to the landfill.
The proposed budget for 1988-89 with a tax rate of 52 cents allocates $622,000 for refuse collection, landfill maintenance and materials, and improvements to the landfill site. In addition, the board has trimmed about $55,600 from departmental requests. If that is shifted to solid waste disposal, it brings the kitty to $677,600.
