“Unless you get a super contractor who is basically willing to put a man out there 40 hours a week with a machine and say ‘You do whatever John McCarthy and the Rappahannock County Board of Supervisors tell you to do,’ I’m concerned you may have problems (with the option of contracting for landfill operation),” Mr. Joyce told the supervisors.
The operator should be “flexible enough to do whatever needs to be done on the site” and have “the where-withal to operate and continue to construct that landfill,” he said, adding that the best chance for achieving that is with a county employee. “There are so many things to be done, you might be better off to do it yourself, at least for the first three or four years.”
As to whether a single individual can handle the responsibilities for the entire operation, “I’ve budgeted 40 man-hours a week, 52 Weeks of the year,” said Mr. Joyce. Whether or not the time is split with a few hours added for a part-time helper, he maintained that the landfill can be run properly within that constraint if the operator is “steady, if he’s conscientious, if he thinks ahead, if he plans his work.”
