Carthy to advertise for bids on hauling refuse from the Scrabble and Huntly dumpsters, Mr. Joyce noted that he sees problems from a liability standpoint if the disposal boxes are maintained. Should a drum of solvent be tossed into a dumpster, for instance, and the dumpster is later emptied at the landfill, even if the operator finds the drum before it’s deposited in the trench, it’s still the county’s responsibility to dispose of the hazardous waste properly, he explained.
But if all refuse must be taken to the landfill itself, “a sharp operator” can connect the drum with the person trying to dump it, catch up with the perpetrator and say “You brought it! It’s yours,” the engineer added.
