RADFORD, Va. — In a com• mencement address at Radford University, former Supreme Court Justice Arthur Goldberg called for declaring an amnesty for outstanding student loans. In statements he .called “heretical,” he also proposed abolishing tuition at public colleges and universities and granting tax credits to parents who pay for their children’s education.
