However, many small gifts might not be really effective, especially if a substantial portion of the contribution goes to pay costs incurred by the fund-raising organization, such as when products are sold to raise money. Often a large percentage of the money collected goes to the company which provides the cookies, or magazines, or pizzas, or whatever product the local organization is selling.
Mr. Dietel suggested that a more sensible, and effective, approach to fund-raising would be to establish a local trust, from which money would be donated to worthy causes within the county. Such a trust would be administered by members of the community, and "small dollar contributions would quickly grow to a large amount.”
In addition, he said, it would provide a place w'here someone who had lived here, and enjoyed the county, could leave some or all of their estate to enhance the quality of life for those still to come in Rappahannock. “It’s not a big leap to say, ‘Why not leave some money to make life in the community better in the future?’ ” he said.
The idea, Mr. Dietel was quick to point out, is not new. In some communities such trusts have been establish solely to provide for educational needs not able to be financed through public money, such as field trips or advanced study for students or sabbatical leaves for faculty members.
